Here is the Backstory:
During the 90s Japan experienced a Second Restoration which gave power to Nuruhito and created a new Japanese Empire. In 2008 California left the United States and purchased Baja California from Mexico creating a unified Californian Republic. The soviet union never collapses and is in fact still alive in this game but with minor influence in the Pacific. Malaysia seems to be the only nation to be avail to rival California and Japan. Brazil also at this time invaded the Guyanas and also invaded Bolivia creating its own sphere of Influence in Latin America.
